NOMINATION NOTICE
AFGE Local 1509
Pursuant to voluntary compliance agreement (VCA) signed on November 6, 2023, by American Federation of Government Employees (AFGE) Leadership Council 259. Council 259 will conduct a new election for the office of president to include the credentialing of all delegates who will participate in the new caucus election. If the OLMS review of credentialing documents reveals that a local’s delegates were not properly elected, the new caucus election will include new nominations and a new election for the delegates voting on behalf of that local. The new caucus election and local delegate elections will take place under the supervision of the Secretary of Labor.
Nominations for one (1) delegate will be held at the date, time, and location below. AFGE Local 1509 is allotted three (3) delegates. Per Article IX, Section 2 of the AFGE Local 1509’s Constitution and Bylaws, the local president shall automatically serve as a local delegate to district caucuses. Additionally, OLMS determined that Ariel Ness was properly elected as a delegate. Local 1509 President Paul German and Ariel Ness will serve as two of the three delegates allotted to Local 1509. Ness and the third delegate selected by Local 1509 will serve only in the U.S. Department of Labor supervised caucus election.

How to Nominate: Nominations will be accepted from the floor. Self-nomination will be permitted. Seconds will not be required. If unable to attend the nomination meeting, nominations may also be made in writing and must be received by Election Supervisor Katie Ballard at ballard.katherine@dol.gov no later than 4:30 pm on February 29, 2024. Written nominations should include the name of the nominee and the name, address, telephone number, and signature of the member making the nomination (nominator).
Nominator Eligibility: Sections 401(e) of the LMRDA provides that all members in good standing be given a reasonable opportunity to nominate a candidate of their choice. Per the AFGE Election Manual, a member’s good standing takes effect when the responsible officer of the local accepts an employee’s signed dues withholding form (SF-1187). Good standing continues in the local until the agency removes the member from the agency dues checkoff as a result of the member submitting a signed SF-1188, regardless of when the member submitted the SF-1188.
Delegate Eligibility: Per Appendix A, Part I, Section 1(e) of the AFGE Constitution, to qualify as a delegate, a member must have been a member of an AFGE local for at least one year immediately preceding the closing of the nomination process, be a member in good standing, and must not be a member in a labor organization not affiliated with the AFL-CIO. Per the AFGE Election Manual, a member’s good standing takes effect when the responsible officer of the local accepts an employee’s signed dues withholding form (SF-1187). Good standing continues in the local until the agency removes the member from the agency dues checkoff as a result of the member submitting a signed SF-1188, regardless of when the member submitted the SF-1188.
Accept/Decline Nomination: Candidates must accept nominations at the nomination meeting, or, if not in attendance, submit a written acceptance letter to Election Supervisor Katie Ballard at ballard.katherine@dol.gov prior to the meeting and no later than 4:30 pm on February 29, 2024. Written acceptance letters must include the nominee’s name, address, telephone number, office to which nominated, acceptance or declination of nomination, and signature.
All phases of the nominations and elections of AFGE Leadership Council 259 and local delegates are subject to U.S. Department of Labor supervision. Election Supervisor Katie Ballard has been appointed Election Supervisor. No aspect of the nominations and elections should be conducted without prior consultation with and approval by the OLMS Election Supervisor or her designated representatives. All questions or protests should be directed to Election Supervisor Ballard at 202-870-6172 as soon as they become known.

AFGE Local 1509 membership dues are currently $15.50 per pay period (every two weeks).
